One Lens. One PR.
A Lens is the operationalization of a Steering principle as a set of binary yes/no questions. When a PR opens, the CDA maps the diff to affected Architecture Ledger entities and selects the Lenses applicable to those entities.
One Lens evaluation = one Lens evaluated against one PR diff. If five Lenses are applicable to the entities a PR touches, the PR consumes five evaluations.
Evaluations are only consumed for PRs that touch governed entities. A dependency update that doesn't cross any architectural boundary may consume zero evaluations.
